The shadow housing minister, Grant Shapps, was treated to a standing ovation at the Conservative party conference last week on announcing that the next Conservative government would get rid of HIPs. He said, "The experts ridiculed them. The industry doesn't want them. The market doesn't need them. And I can pledge to you...the next Conservative government will scrap them."
